The City of Napa’s Napa RiverLine Strategic Plan has been awarded the prestigious Award of Excellence by the California Association for Local Economic Development (CALED). This recognition underscores the City’s innovative approach to riverfront revitalization, economic resilience, and community-driven planning.
The Napa RiverLine initiative aims to transform the underutilized riverfront into a vibrant corridor that enhances access to the Napa River, promotes environmental stewardship, and stimulates economic growth. Supported by a $250,000 grant from the U.S. Economic Development Administration, the plan focuses on creating a scenic walkway through Downtown and the Oxbow region, fostering both recreational opportunities and commercial development.
An integral part of the Strategic Plan process was the partnership between the City, design team, and Acorn Environmental. Acorn worked closely with City staff to identify appropriate environmental compliance pathways under the California Environmental Quality Act (CEQA). Acorn’s expertise assisted the City with identification of a multi-step process wherein the Strategic Plan can maintain its momentum as a visioning exercise, and future potential projects and approvals associated with plan implementation may be addressed through programmatic and project level environmental reviews.
The Strategic Plan emphasizes collaboration with local stakeholders, including Friends of the Napa River, the Culinary Institute of America at Copia, and the Oxbow Public Market, ensuring that the project aligns with community values and environmental goals.
